The Cecil County Council has selected Donna Culberson of Conowingo to fill the District 4 council seat left vacant by the resignation of Councilman George Patchell. Council President Bob Meffley made the selection known as part of the agenda at Tuesday evening’s legislative session. Ms. Culberson was selected from a group of three nominees submitted to the Council by the Cecil County Republican Central Committee.
