Former County Commissioner Phyllis Kilby Announces Write-In Candidacy For County Council District 4
Two term County Commissioner, farmer and land use advocate Phyllis Kilby announces her write-in candidacy for Cecil County Council District 4. Before a crowd of family, friends and supporters, Kilby stated that government transparency, fiscal responsibility and support for schools and county law enforcement are central to her challenge to 4th District Republican candidate Donna Culberson.
